That's just it. You aren't paying for the bandwidth that is available to you. I pay $41 a month for a 12 megabit internet connection. This is by necessity shared with many people.
If I were to purchase a commercial internet connection that charged me for the amount of bandwidth I would use by saturating a 12mbps line, it would cost me thousands of dollars. Even a business connection providing 1.5mbpscosts 300 a month.
