Yes, this is intentional (and I just copied the text from Ant's mail page). No, and I think it works as expected, just that the result is the exact opposite of what I needed right now. Don't worry this is normal for me, defaults are always wrong, the story of my computing life ;-) I'll grep over our site to see whether there are any mailto links that should be obfuscated and do so manually, and then turn obfuscation off in skinconf.
