I did a checkout of Excalibur just a couple of days ago and have fixed a few things - but i18n and compatibility don't seems to be part of the Excalibur story. My recommendation would be to put in place the last release from Avalon (see earlier email with links) as static resources. No need to rebuild because (a) avalon dependencies are covered by avalon-util-i18n, and compatibility is basically legacy content.
