I think the key phrase is "start with".
Say I'd propose to move the org.apache.tools.tar and
org.apache.tools.mail packages from Ant to the commons repository -
which I'll probably do - these are very small thingies that don't
really need separate mailing lists at all.
How about starting with a common list and create lists for the
packages that generate enough of traffic - I'm guess this could very
soon happen for the dbcp stuff.
