Before this degenerates in making rules about what indentation to
use ( 2 or 4 ) or what variable naming scheme should we use ( or what
editor ? vi or emacs ) ...

Please keep the "rules" for more important things ! 

Like: a rule that nobody should make rules for things that are
mostly a matter of taste. Or a rule to not make rules unless absolutely
needed.
