i think that i can tell you the cause
what you have is a little disagreement about what the latin-1 characterset
actually is.
the test program saves mac latin-1 rather than windows latin-1. when i save the
output as windows latin-1 using TextEdit, then it comes up correctly in my IE5.
i don't have a java fix right now (maybe somebody out there can find one before
me) - but i suppose as a temporary fix you might be able to write an
applescript to load all the files in TextEdit and save as windows latin-1.
