Actually, I think general@jakarta is often rather high
traffic.  Personally, I'd rather not combine them and
receive a lot of potentially irrelevant emails
(particularly non-Java related emails).  If a
developer thinks s/he's missing out on Apache XML
activity, there's a very simple solution: subscribe to
general@xml (and vice-versa).
