i believe that XDoclet would now have to be incubated (rather than going straight into jakarta). i think that one of the functions of the incubation process would be to give definite answers on these kinds of questions.
We'll worry about where XDoclet/XJavaDoc goes in a future proposal - let's not get started on that discussion just yet. The XDoclet folks (myself included) want to ensure the licensing issue is addressed first in case any code adjustments need to be made or if its even feasible to bring XJavaDoc over.
