hi folks,

i'm trying to get a 1.0 Velocity Tools release going on, but i lack much karma
and know-how.  Here's my hang-ups:

1. There's no good place to report bugs.  We really need a "Tools" component
in Bugzilla under the Velocity project.  i have no idea how to get this done,
and i'm sure i lack the karma.

2.  Getting the documentation up on http://jakarta.apache.org/velocity/tools/.
i have no karma for logging onto that machine to create the directory and
update/upload the files.  Do i need that?  Can i get it?  Am i just way off
here?  The website maintenance doc
(http://jakarta.apache.org/site/jakarta-site2.html) speaks of doing this, but
i'm just a lowly jakarta-velocity-tools committer sitting on the streetcorner
holding a "no karma. please help!" sign.

3.  In terms of actually putting the release out there, the commons'
guide(http://jakarta.apache.org/commons/releases.html) also speaks of logging
into jakarta.apache.org.  Anyone with karma wanna lend a hand?

4.  i'd also like to update the main jakarta site pages with appropriate
notice of this release (if/when i figure out how to make it happen).  So, can
i get karma for jakarta-site2 as well?
