I got the Package Manager working too. The thing to do was to append the
gnuwin32\bin directory to the PATH environment variable. Trying to run
wget from the command prompt indicated that libeay32-0.dll could not be
found. Many thanks to Chris for help.
Now I am having some difficulties with the labs. I got the Fast Fourier
Transform lab working after downloading it from the Wiki Pages and
unzipping directly to the addons directory.
Here are the differences between manual and Package Manager downloads:

I found the problem.
shell'c:\cygwin\usr\bin\unzip'
fails, even though 'type unzip' returns /usr/bin/unzip. I thought
c:/cygwin/usr/bin was the Windows version of /usr/bin, but I must be
wrong. When I get a moment, I'll have to learn the cygwin directory
structure better.
If I simply put "unzip" (no quotes) as the J location for Windows unzip,
it works.
So, for people who have cygwin, just enter unzip for the unzip command.
I'm now installing various packages, and it looks quite nice!
You show SFL as coming from iMatrix; if I can read their Web site
correctly, it should be iMatix. The SFL Web page is
http://www.imatix.com/html/sfl/.
Here's a suggestion: what if you add a column in the package manager (or
an entry in the description for each package) giving the approximate
size of the package?
