I do have that option; I set the Windows Unzip location to
c:\cygwin\usr\bin\unzip.  I saw no place to set the location of wget,
but even Windows' command prompt can find my wget:

6. No menu item in Run menu for Package Manager

I do have that menu item.  When I select Run > Package Manager, it pops
up, along with a "Setup Repository" window wanting to know if I want to
set it up.  If I click "Yes", it says, "Could not install the local
repository catalog.  Check that both wget and an unzip program are
available."  As you can see above, they are, and they are in the search
path for both Windows and cygwin (if there is any difference).

When I click "OK", I get a popup window from Grid saying "Only text cell
types may have more than one line."  Clicking "OK" there gives me a
wdhandler popup saying

Clicking "OK" gives me a dysfunctional package manager with this message
left in the bottom pane:
