works fine (NB. the invokation for win is apparently different, see below), so
it looks like there is an issue with either the newest version of jee, or
running jee under windows or maybe the way you invoke it.
This URL contains official documentation on running jee from the windows
command line, if it doesn't work it's likely a problem with jee (or that the
docs are outdated):

It certainly seems unrelated to j-mode itself.

Well, I'd hope that it shouldn't be too hard to fix so hopefully someone from
jsoftware will get round to it, if it is indeed a jee problem.
