I've done this sort of thing before and I can tell you: that's a _lot_ of work.
There is a pdf version of the paper at the ACM portal: http://portal.acm.org/ft_gateway.cfm?id=55659&type=pdf&coll=GUIDE&dl=GUIDE&CFID=16558730&CFTOKEN=66886645 This is an image, though. So, while it stays faithful to the original, including some cut-and-paste tilting and the distinctive Sharp APL font, it's not searchable except by eyeball.
