Yes, CGI::IRC is a web client, which gets from
my machine via port 80 (the regular web port) and
does not require any installations, etc. It is the
job of the server to figure that out. This makes it
accessible to maximum audience from any location.

I was able to connect via service,

  http://ircproxy.emigrantas.com/

to two separate IRC servers with #jsoftware channels:

  irc.gnu.org
  irc.vel.net


But I guess emigrantas just happened to allow
connecting to those servers.
