I'm curious:  what was your thinking that led you to post this?

To me, the theoretical connection between certain of the 
characteristics of the "welfare state" and some of the behaviors 
reported among some of the people in New Orleans is not at all 
controversial.  I am sure that more of the same, and worse, will be
seen with increasing frequency and severity as the rot spreads and
deepens - and not only in the U.S., either.

However, I do not think that a cause-and-effect connection has in 
this particular case yet been proven between theory and observation.  
I'm not sure how one would go about proving such a connection or if 
doing so would even be possible.
