I think this may be related to PAXURL-88 but the patch is not currently 
integrated in pax-runner.
In the meanwhile I found another workaround I just disabled the cache handler 
in the META-INF/runner.properties, in the property default.handler.
It's not a problem for me to not have cache since I only use file: url in my 
composite files
