I know this plugin, but this plugin is a HAL plugin, not a modem
plugin. If the tel - plugin - atmodem obsolete,
that could you tell me some new I can reference modem plugin??

tel-plugin-atmodem seems to be obsolete now.
Did you try exploring the following plugin:
framework/telephony/tel-plugin-imc.git
Rohit, are you looking to support a specific modem?
