I can tell you that I have made a number of updates to the main site on
behalf of many projects who simply don't have the ability / time /
inclination to do it themselves.
So I simply don't buy the argument that most projects do this.

IMHO, what is needed most is a page like the one found at
http://jakarta.apache.org/site/jakarta-site2.html which tells people what
they need to know to get started.
