Fair enough.  Makes us a bit of a trailblazer 
though, because it means that sooner or later,
as the ASF grows, umbrella projects are going to
become more common, and hold larger projects.  So
effectively we are trying to put a "governance
process" (for want of a better term) in place to
help manage that growth at the middle layer.

Always fun being a trailblazer :>.
