Yes, it seems that this may be a limitation of the basic usage of the zip format.

Indeed. I had never noticed it before, but same thing here.

That said, I quickly checked the zips for 1.1, and they were that way as well.
BTW - Forgot to mention that it is already that way *in* the zip archive, when you check 
the contents with zipinfo. All files (non-directory) in the archive show as 
"-rw-r--r--"
