WRT = With Respect To, I assume..
WAN = Wide Area Network, ie. the Internet.

TCP/IP is responsible for quite a bit overhead on your transmissions so
you'll never get the same transfer speeds as from/to BBS'es - even if you
and the BBS were connected to the same ISP (Internet Service Provider).

You're perfectly right. You have to remember that even if your provider has
good transfer speeds internally in their network you still have to go
through other providers' networks when you download something from the
other side of the globe. Unfortunately, not all providers have fast
connections. It's all related to which networks your transmissions go
through. That's just how the Internet works..
