You will need at least a couple of files in the /gbdb/ directory.

You will load your hgcentral database from either the direct download of the 
MySQL binary
files, or from the SQL text dump of the database.  Either way is OK.

Adding genbank refers to the download directory /gbdb/genbank/
You will need at least some of that directory.  Note the discussion of how to 
fetch
part of that directory in:
http://genomewiki.ucsc.edu/index.php/Minimal_Browser_Installation

The various Wiki pages can be helpful for your install.  However, they are 
written at
different times in the past by users with specific notes about the difficulties 
they
encountered on their particular systems.  The most up to date version of 
instructions
can be found in the source treee directory src/product/ as mentioned above.
