Yes, it's possible that Genomatix has a different list of promoters. 
Predicting promoters is an area of very active research, thus it is 
reasonable that two different sources could disagree as to the exact 
location and number of promoter regions.

Which UCSC Browser track(s) are you using to predict promoters for DUSP1?

Also, you may want to look at the track description pages by clicking on 
the track name above each drop-down for details on how the track was 
constructed.
