[Genome] about start coordinates in refGene file

I read a FAQ about 0-based start coordinates and 1-based end coordinates in
refGene file.
There are start and end coordinates for transcript, CDS, and exons in
refGene file.
Do start coordinates of all of these three items using the same stragtegy?
I mean the start coordinates of transcirpt, CDS, and exons are using 0-based
coordinates and the end coordinates of these are using 1-bsed coordinates?
