yes, basically, untaring the stage file, portage; writing fstab, make.conf, grub.conf, resolve.conf etc. everything that needs to be done except for compiling the kernel. It depends on your preference. Since I have only one computer, I didn't feel like being stuck to whatever apps are on the livecd until I had the new system bootable, that and I like to do file management with mc.
