I suppose I should have explicitly asked. Is this a limitation of the
size of the number? A limitation on the length of the string? What is
this limit, and where is it documented? (I probably missed it
somewhere....)

This is possibly "https://bugs.eclipse.org/bugs/show_bug.cgi?id=42415";.
This particular bug is fixed in the 3.0 development stream. The
symptoms would be similar to what you describe, and would be caused by
the installation directory being read-only. Eclipse previously
attempted to write a small configuration directory to the installation
directory on first execution. In the absence of this configuration
directory, it re-runs the installation at start-up.

A workaround is to install Eclipse to a directory writable by the user,
or possibly to run Eclipse once as root when the file system is writable
(i.e., at install time).
