It currently effects some 24 packages.

Which makes it either 24 lines in use.desc.local, or 1 line in use.desc.
Which was my justification for it being global.

As you are aware however, there are talks of integrating the older
config-kernel functionality into eselect. In the mean time, if we can
muster enough of a reason to use such a tool, we will look into making a
case for it. This will then eliminate the need of a use flag. But as it
stands, there is no viable alternative to change install-time behaviour.
