It has a very large number of both packages and developers and at many times "development" things make it into the "release" versions of things via the stable tree. This is especially true with eclass changes. Gentoo is not a commercial distribution. It is created by a community. You cannot possibly expect us to act exactly like a commercial entity. Some times we make mistakes. Some times we have QA notices or other messages go into "release" versions. The truth is that it really is a minor point and has little bearing on development.
