Yes.  Honestly, they are bugs whether they are ~arch or marked stable.
Filing a bug on the ~arch one will keep it from ever being a problem
when it does go stable.  Make sure that there isn't already a bug for
the package, though.  In some cases the warning is still around because
a proper technical solution is still being sought to resolve the
problem, and the QA notice is a reminder to us that we need to fix it.
