If they do not speak the language well, I'm sure we can find someone to translate the quiz and their answers between English and their native tongue. As for unwilling to take the quiz, well, I'm sorry, but I just don't find that acceptable. Giving any official status to the Gentoo moderators needs to be an all or nothing deal. It would be especially confusing to our users to have both "official" and "unofficial" Gentoo staff for moderators. I know this sounds a bit harsh, but if someone refuses to take the developer quiz, they don't become a developer.
