Since we have a vast territory to cover with just 200 (semi-)active developers, there are portions of the tree neglected by the dev corpus. The solution is quite simple: new devs assigned to those part of the tree. The only problem is that is very hard to find motivated peeps. As a guy that maintains stuff for which I don't have the slightest interest (other than serving Gentoo community, of course), I find the "let the others do the job" attitude pretty infuriating.
