The follow-up question, by the way, is even better, or it's answer
should be: if the description of KDE teams keyword dropping policy on
bug #209418 is anything to go by, the keywords for x86 and amd64 should
have been dropped as well, or testing passed miraculously for these
arches despite KDE 4.0.1 being broken crap.

These would be the architectures they have access to and are using to do the development work on these ebuilds, getting them to the point where ready for evaluation by those on other architectures. Just like when you add a new ebuild, you add it with the keywords for architectures you personally have verified to work.
