Come on guys; a standard / spec is a norm, convention of requirement.

You don't want to reflect reality because if reality were broken you
would be defining broken behavior in the standard; so, yes, you would
kind of "define reality" depending on how you define defining reality.

Let's just agree that we need to discuss whether we want it in the PMS
and how, not necessarily in this thread as it could be perceived as
off-topic by most here; I don't see why we need to fight over a word's
meaning, especially when that word is not relevant to this discussion.
