It doesn't look like it's going to work so well without cpufrequtils. There's a new homepage with a few new releases at: http://chw.populus.org/rub/7 The latest 0.6.4 has an INSTALL file that says it requires cpufrequtils. I also see a "cpufreqnextgovernor" script that uses binaries from sys-power/cpufrequtils. Glancing at the code, it might still be able to read the current frequency from /proc/cpuinfo or somewhere under /sys without cpufrequtils (can you confirm?), but at best that leaves the plugin half-broken without an update.
