Infra left the $Id$ stubs in place for this use case, but did not turn
on global expansion due to the related issue mentioned in the bug:
CVS allows easy individual file control of disabling keyword expansion
(and setting a file as binary which also implicitly disables keyword
expansion).
We'd have to find all of those files and explicitly create .gitattribute
files, per directory, for them.
