I wonder if there is a better way to document new use flags added to
packages? I run into this problem often and it is quite annoying on a
production server.

Try adding this line to /etc/portage/package.use :
sys-libs/lib-compat -sdl
or adding -sdl to the value for MAKE in /etc/make.conf should work as
well.
