I wonder if there is a better way to document new use flags added to packages? I run into this problem often and it is quite annoying on a production server.

The changelog states "sys-libs/lib-compat added to rdepend, see #89589" so I am thinking that "sys-libs/lib-compat" is triggering all these dependencies. If I do emerge -upv sys-libs/lib-compat it shows that it wants to install all the things listed belows (expect blackdown-jdk).

Any adjustments I can make to my USE flags to eliminate all these dependencies?

Try adding this line to /etc/portage/package.use :
sys-libs/lib-compat -sdl

or adding -sdl to the value for MAKE in /etc/make.conf should work as well.

[ebuild N ] sys-libs/lib-compat-1.4 +sdl 3,090 kB

The short description for the sdl use flag is:

+ + sdl : Adds support for Simple Direct Layer (media library)
