LSB only allows certain well known directories under the /usr structure.  They 
expect distros to just scatter programs and libraries willy nilly under that 
fixed structure.  This is all fine and good for small packages that seldom 
need multiple versions, but it doesn't work for something like kde/qt/.  
Gentoo creates /usr/kde and /usr/qt to allow for multiple versions, and this 
is an absolute no-no according to the LSB.  There's no good reason for this 
to be a no-no (IMO), but that's the way it is.
