Indeed it can! I've still just got a 56K modem and I can still manage an emerge rsync/world every time I get around to it. Heck, I'm doing an emerge rsync right now... doesn't take more than half an hour or so unless you've been severely remiss in updating the machine. Of course, having your PPP set to go up on demand helps a bunch.
