What do you mean by "Gentoo don't use" and "Gentoo will use"? In gentoo you can install almost any kernel, no matter whether it is in portage or not, although when there is an ebuild in portage it is (minimally) easier. So everybody installs whatever kernel he/she likes. I have gentoo-sources-2.4.20-r7 and somebody else has vanilla-2.4.22 (which is what you are referring to, I believe) and still somebody else has development-sources-2.6.0_beta6.
