I disagree.  Gentoo does not have a perfect system of classifying packages.  I
cannot speak to masked packages, but many totally harmless, totally useful
packages are marked ~x86.  When I have decided to employ one of these useful
packages, I don't want to be dinged to downgrade the package everytime I run
update world.

This is not necessarily advice to keep broken packages on your system.  My
advice might be to run 'emerge -up world >keep-the-output' before doing as the
author recommends.  That way you have the best of both worlds.  You are aware of
any recommended downgrades, but you don't have to deal with "automated"
downgrades.
