I finally found what was starting my network interface: hotplug. If I remove hotplug from the default bootlevel, net.eth0 isn't started. So this is not due to service dependencies in the sense of the gentoo init system.
Look in /etc/hotplug/net.agent
Hotplug is detecting the presence of your network adapter and starting it. You probably don't need hotplug ;)
Personally, I like having control over when things are loaded/started.
