Make sure that xinetd is running and /etc/xinetd.conf is setup.  There is an 
only_from entry that defaults to localhost.  Add the host names of other 
computers you want to let in (better yet read the man page for xinetd and see 
all the options you can do <G>).  

Also, I'd recommend using ssh instead of telnet - it's a lot more secure.  I 
use it even for local network work.
