firstly i do not see icewm mentioned there.

its not on the contents list of the package cd.

but kde should be.

when you said "export PKGDIR=..." it only lasts for that session - are
you now trying to install from a different user or a different
[x]terminal?

try putting the PKGDIR=... line in /etc/make.conf
