This is usually caused by having PORTAGE_TMPDIR on a partition that has been mounted with the noexec flag. For obvious reasons (I hope), you cannot have PORTAGE_TMPDIR on a partition with the noexec flag set. Either remove the noexec flag or set PORTAGE_TMPDIR to a different location. HTH - -- YOW!!!
