The static IP is not a strict requirement. It just greatly simplifies things. — There are multiple ways to deal with dynamic IPs.

The biggest requiremment is the ability for traffic (from the VPN client(s)) to make it into the VPN server. Ideally the VPN server is directly connected to the internet. It is possible to get many (if not most) VPN protocols to work thorugh something like NAT port forwarding with proper due dilligence.

The inability to get traffic into the VPN server means that it's a non-starter.
