Ionospheric research instruments like HAARP, Arecibo, and Tromso, upper 
atmospheric radars, or "Sky Heaters" in conjunction with chemical releases 
by sounding rocket and satellite are used to "modify" the sky to produce a 
myriad of effects, none of which are discussed publicly, anywhere.

perturbations given your atmospheric science background.  I am just a 
curious lay man sharing what I learn about "fiddling with the skies."
