In general, yes. However the devil is in the details. 

For example, the VEI has to be sufficient to loft ash/sulfur into the 
stratosphere to affect climate. Since the altitude of the beginning of the 
stratosphere varies from about 17 km at the equator to 7 km at the poles, this 
VEI threshold will vary with latitude. Also, the volcanic blast must be pointed 
upwards, or mostly upwards. For example, St. Helens was mostly a horizontally 
directed blast, so no climate impacts resulted, even for a large blast. Also, 
the amount of sulfur in the volcanic blast can vary, dependent on the geology 
of the region.
