Complex layers containing multiple intersecting polygons cause their associated
labels to not always be displayed. This is due to the MIN_GOODNESS_FIT
parameter that is a threshold for displaying labels for points/line/polygons.
This parameter is hidden away in the depths of geotools. It should be made
possible to override this parameter so that labels are always visible no matter
what the goemetry or complexity for instances when it is required. This could
be configurable on a per layer basis within the "featuretype" definition of
geoserver. Alternatively the definition could be stored within the SLD used to
render the featuretype if the SLD spec allows.
