More or less; JQuery is probably a better solution for sprucing up existing sites with a little bit of animation and interactivity, while Ext is great for building applications in a component-based framework. I agree that technical merits will need to be evaluated, and I think this will need to be done on a case-by-case basis. The discussion does not seem to be "WILL we be integrating GeoExt and Wicket?" but "HOW" (which widgets and will benefit enough from the increased interactivity of custom AJAX to justify moving that functionality out of the reach of a Java-only developer).
