Yep, the proposal states that:

The animator modification is a core one, DefaultWebMapService would

  WebMap animate(GetMapRequest request)

and the GetMapRequest would have two additional optional fields,
aparam and avalues.

Yep, I agree, unfortunately for this one I'm in a really tight spot between a
rock and a hard place.

Initially this was meant as a stand alone web application, then we tried to
redesign it as an extension, but that was not well received, the sponsor
wants to keep their GS installs as standard as possible, so we went back
and forth and number of other times between a stand-alone design
and a core contribution until we felt the core one was small and tight,
and felt a natural evolution of core enough to actually propose it as such.

A good side effect is that we can also contribute a animated gif output
format that works with time and elevation too, which would have otherwise
been part of the separate application too.
